The picture is of a boy called Arthur and he is a cosplay, he lives in Russia and is part of a group of the Facebook and from over there left the picture, but a girl said that is not Arthur but Alex, said that Arthur did some cosplayers lately, but is not certain that he is, these two boys are friends and did several cosplays of Bill with girls for f**** the Russian fans
